If you have wifi, you can use wifi calling to ring customer service, but here we cannot do anything this is a public forum with no account access.
How have you been cut off if on contract? Did you not make your monthly payment? Please give more details so that we may be able to help.
It could be that your SIM card could have developed a fault or your phone.

WhatsApp is just an internet-app, so if you can use this you must have a working internet connection. If you can send a text message to your other SIM, then you have a connection to EE's central network, and there's no reason you shouldn't be able to use WiFi-calling.
Have you used the service previously? What happens when you try using it?
