As I understand, it's only prepay customers on all UK networks who have roaming auto-enabled. Pay-monthly customers always need to enable international roaming, which is the free facility allowing access to foreign networks, and without which you don't get coverage abroad. This situation is not unique to EE.
As has also already been mentioned, this is a user-community forum where the first responders are usually other users. If you'd prefer to always have your advice from EE-staff, you should always contact CS on 150 or ask on social media channels. VF, 3 & O2 all have similar setups with community fora, although not all have staff presence and thus are exclusively frequented by peers.
