Diverting calls from mobile to landline

I've tried going Settings > Call > Call Forwarding > Always Forward, entering the number I want to forward to ( tried the +44 configuration and the 0 configuration ) but keep getting a message which says 'unexpected response from the network'.
I don't know if this is a stupid question, but does the phone need to have credit on it ( because it currently doesn't )? - And if I manage to get this to work, does it cost money on a call-by-call basis or as a one-off charge?
Apologies if this is in the wrong forum - if so, perhaps one of the moderators would be kind enough to move it accordingly.

Call diverting/forwarding was only supported on pay monthly contracts not PAYG. I don't believe this has changed.

EE standard opening hours are Monday to Friday, 8am to 9pm - Saturday and Sunday, 8am to 8pm.

If that is in fact the case, does that mean there's no way to forward calls if you're on PAYG?
