You can certainly offer to make yourself an interested landlord. There's a bit more to the process than just that, but it's one piece of the jigsaw for sure.

Hi,
I am helping a fishing club near Ashford in Kent look to have a phone mast on their land - willing landlord, poor signal and good level of population nearby. Can you please let me know how this could potentially be moved forward?

you be able to help a rural Community in central Scotland, we are in the edge of a signal but cut off from it. People are struggling with smart meters/falls alert pendants etc & I mobile signal would resolve this. Aside of this EE applied for planning permission to move the current mast which will make matters worse. Many thanks - Ray

No operator would generally apply to "move" an existing site, without there being a bit more to the story, or some location-specific issues.
A planning application would be for a new site-build, or structural amendment to an existing tower. If planning consent has been refused, it can often indicate local objections are involved - and the delays thus caused by vocal locals rather than network operators.
Out of interest, where are you in central Scotland?

Hi - we are in Carmichael, South Lanarkshire.
The mast that services the outskirts of the village, which sits in a geographical bowl, is at Cloburn Quary on a hill. They are expanding operations, subject to planning & local discontent, which will result in the ‘hill’ being removed, hence the reason for move.
I chair the local Community Council & am trying to resolve the issue within our are if I can. Due to us now being on FTP we lost our copper phone lines, digital ones will not support the current alert system for older people as the provider is upgrading to a mobile based one, so we need to get coverage sooner rather than later
