Are you abroad already? Are you on monthly contract? If you are, did you enable roaming on your account? If not, then you will not be able to use your data until you enable roaming, so would need to call customer service to enable this.

If on pay as you go, roaming is enabled, so did you receive the welcome text? You should have received it whether on contract or pay as you go.

On pay as you go, you would need enough credit on your account to be able to use data.
