No WiFi connection to my phone. On holiday recently and is not had to pa extra

I cannot press the WiFi? connection to my phone. It remains "off". I have been in the canaries on holiday and paid ectra to get the roaming on. I have my router and broadband service is ok and wirking fine. Can you please help me solve the problem?
