I have a EE 5G Hub, it's not on contract but I've been using a EE contract sim in it for a year or more (taking the sim out of my work phone out of hours) but I've just had a new phone & was sent a replacement sim with it & the old sim was deactivated but the replacement sim isn't working in the router & when I try to go to the Web UI http://192.168.1.1 it says the connection timed out & the site can't be reached. I found another suggested link http://192.168.1.254 but that done the same.
Is there a different link to get to the Web UI now?

http://192.168.1.254 is for fixed EE Home BB routers. Most if not all EE mobile routers use http://192.168.1.1 .
Anyway if it worked before with the old SIM it'll be the same with a diff SIM. This Gateway IP is a property of the router not the SIM. Also it will be written on a label on router or on a Keep-Me card. Try Factory Resetting it.

Hi @Frank5272
Welcome to the EE Community
The Administrator page address is defined by the router, rather than the SIM card/ internet connection, so should still work the same as before.
You can find more information at Manage your EE Hub.
Have you tried factory resetting the hub?

This does seem odd @Frank5272, and I'd like to get someone to take a closer look into this for you.
If you give our team a call, then our Technical experts can see what is happening, and work to get this resolved for you.
