Cannot link Pay to Go Sim to EE App

i tried to link my pay to go sim to my ee app, I receive the sms code and submit it but it failed to link afterwards

My sim card is a pay to go sim, I bought that in store. But cannot link it to EE App

Have you topped it up or activated your pack? You should be able to link it once you have.
