Can't upgrade

My contract finish 7 October and online I still can't upgrade. I message to 150 UP and nothing only saidSorry we're having problems getting your request, please try either the MyEE app or online at ee.co.uk

When is the earliest I can upgrade my phone and if I do upgrade early would I have to pay the remaining off my contract
