Fraud call and excessive charge

On 15 November at 11.29, I have been charged £6.73 for a 1 sec call to number 09015 450 260, which I would not deliberately have made. Has anyone else experienced this and is there any way I can recover the cost?

Paid my bill, but account still suspended. Tryed to contact EE customer service. In 40 min time no one answered. When my bar will be leafted?
