Charge to bill

Can anyone help please? I am trying to add my mobile number for charge to pay with my Apple account but it just says there may be a billing issue with your mobile provider but I don’t have a spend cap or anything on my account?

Resolved! Roaming abroad pass but still being charged

I have the EE roaming abroad pass as an inclusive extra when I go to check roaming countries it says I’ll be charged £2.47 but says I have a smart plan and can chose to add a pass when I do this it says my I already have the pass  Confused as to why ...
