Switch off Voicemail on Digital Home Phone

Is it possible to switch off Voicemail on Digital Home Phone, and how?

I know how to change the time (number of rings) before Voicemail activates, but I want to switch it off totally.

You can't switch it OFF & ON. You may cancel it with EE.
