Hub allocating static IP addresses

Is there a way to stop the EE hub allocating static IP addresses.  Every so often when connecting laptops wirelessly to the EE hub, static IP addresses get assigned and then those devices cannot access the internet.  These devices had been connected previously DHCP addresses and then at some point something happens and the IP addresses get changed to static and internet access stops.  Unfortunately the hub also will not recognise when they are not connected to the hub and keeps them showing green so cannot delete the device and reconnect using DHCP.

@Brian121 : Which EE router? With most set "Always Use this IP" to No in the Advanced > My Network section.

The devices do have "Always use this IP" set to No, but it still has Address Assignment set to static and I can't change it.
