All BB except FTTP needs a landline to carry the BB.
When you buy BB W/Out Landline from EE you still have a landline but you just don't get a no. or a dial tone & you can't use it for calls. It is never deactivated.
To phone EE CS: Dial Freephone +44 800 079 8586 - Option 1 for Mobile Phone & Mobile Broadband or Option 2 for Home Broadband & Home Phone

@DaveJeff If your landline is cut off your broadband will not work.
on a separate note if you don’t want a landline but you do want broadband you can now take out broadband package with EE that do not include a landline phone.
