Volume and data gone on a 6 month old phone

Please can anyone tell me if they have the same problem ? I bought two SE at Christmas and they both have byline problems and my sons data hasn’t worked for months outside

Does the iPhone have Mobile Data turned on in the Settings? 

Is this happening with all apps and Safari?
