Unable to unlock my dual sim phone

Totally frustrating process ,,,*** I have been a customer of EE for six years and have been trying to contact EE to get my phone unlocked for 5 months. I have used this phone on the current contract for 18 months. I now want to give the phone to my daughter who is on another network.
I have called up and tried the suggested method 4 times over the course of the 5 months allowing for the 10 days each time. I did not get any email, text or call with any form of acknowledgement or update.
Each time I wait about 30mins on hold and each time the person on the line promises to send an e-mail. But no contact has been received on each occasion. What is going on EE?

What is the suggested method you have been using?
Where did you yourself get this device itself originally? Did you buy it yourself new direct from EE or from a 3rd-party reseller or is it 2nd-hand? The unlocking process & costs are different. Was it originally on contract or PAYG? How old is it? EE won't unlock contract devices less than 6 months old.
