I've upgraded my phone and am paying for a service that don't work on underground piccalilli line. Can we change my monthly fee...coz I'm not gonna pay for a service not provided

As a quick sanity check, do you mean you cannot make calls and use data when in an underground tunnel? Or am I misunderstand something here?
