EE cancelled my number while I was abroad. I can no longer use it or reactivate it. I have purchased a GiffGaff card. Am I right in thinking that there will be no longer be a PAC code associated with my old EE number and that there is no way to transfer it to GiffGaff?

If the number has been cancelled then there is no way to get it back or port it to another network.
If you were on PAYG then after 9 months of inactivity it gets cancelled as they would presume you no longer need it.
At the 6 month mark they would have deactivated it where you had the e further months to reactivate it before it was lost for good.
