Welcome to the community.
WiFi will only be accessible when you're within range of a WiFi-router, which is usually indoors only. I presume you're having problems with mobile data when you're out - is mobile data enabled on your phone?

When was the last time you were able to use your mobile data when out and about?
Has it worked on this phone before?
