My data reset on 23 Nov but it is showing 0 available. I am currently working abroad. It reset ok last month, although with a delay. Why is the data not available now?

If you are outside the EU, where you cannot use your UK allowances anyway, on your billing date, when your allowances are reset, you will see that you now have no data & you can no longer gift it. Normal service will be resumed when you return to the UK.
