Loyalty upgrade offer

I have been offered a loyalty free upgrade offer by EE. But when I try upgrade I am charged the full upgrade price. What are the terms and condition of my loyalty offer?

To contact EE Customer Services dial 150 From your EE mobile or 0800 956 6000 from any other phone.
