Hi. I have a 4GEE Wifi Mini and pay as you go.
It works well.
Please point me to how I can top up, need step by step instruction, preferred. I can't seem to get to the end, it stops at 'make payment'.

You can use Fast Top Up online with a UK bank card.
To phone EE CS: Dial Freephone +44 800 079 8586 - Option 1 for Mobile Phone & Mobile Broadband or Option 2 for Home Broadband & Home Phone
ISPs: 1999: Freeserve 48K Dial-Up > 2005: Wanadoo 1 Meg BB > 2007: Orange 2 Meg BB > 2008: Orange 8 Meg LLU > 2010: Orange 16 Meg LLU > 2011: Orange 20 Meg WBC > 2014: EE 20 Meg WBC > 2020: EE 40 Meg FTTC > 2022:EE 80 Meg FTTC SoGEA > 2025 EE 150 Meg FTTP

Yes, that is the Fast Top-up page. It used for both PAYG top-ups & direct contract payments.

It Top-Up Card plastic credit card size thing from EE with some numbers and expires 10/28. In small font above that is says Pay as you go.

A Top-up card is for taking into a shop showing this logo:
with a payment in order to top-up your no. there & then. It is not an online method but just a card id'ing your no.

I am trying to top (only 520 MB) left... but when try to 'register' it says this

Why are you trying to 'register' (to MyEE I presume)? Just use the Fast Top-up link I gave you earlier. It doesn't need registration.
