So I usually use WiFi calling because of poor signal at home however recently the phone has been cut off because of a dispute that ee still need to respond about and since then whenever I make a call with WiFi calling it just diverts to the ee payment system even in aeroplane mode. But any search of the forum seems adamant that ee don't block WiFi calling, seems pretty certain they do seeing as I am now left unable to make an emergency doctor's appointment because of a situation caused by ee in the first place

WiFi-calling uses EE's central network just like mobile-network-based calls, the only difference is not using the radio network.
Thus if your phone has been suspended for whatever reason, then all network access is affected.

It sounds like the call itself is being blocked, regardless of whether it's on WiFi. You'll normally only be diverted to the payment system like that if there's a balance that needs to be paid

- Poor coverage/data speeds (4G/5G) - East London in Mobile Network discussions
- Unable to make calls from US in Roaming
- Less than 1mbps speed since January in Mobile Network discussions
- No network connection and unable to report to EE in Mobile Network discussions
- Calls to this number are barred from this phone in Roaming
