Recently switched from Apple to Android (and also changed networks) as I wanted a flip phone (Motorola razr 50). Pleased with phone but no matter what I try, I get the message from Google Wallet "unable to set up contactless payment at this time, contact your Bank" - which I have done and they say no problem at their end. Also tried a second credit card and get same message so it's not the card.
By everything I mean re-installing Google Wallet, clearing cache, NFC definitely enabled, etc etc. The only odd thing I have noticed is the SIM card phone number is different to my mobile number (which works fine), could this be the problem?

Success !!
After Dthomp69 message, I just thought it was time for me to try again, and this time it was successful.
What I did was:
1. Apply for a new credit card with a different Bank (and by chance it was a Visa rather than a Mastercard).
2. Use the card in the standard way for a few days, and also not try the Google Wallet for 2 weeks or so, and delete all previous cards from it and then delete google wallet and switch phone off.
3. Re-install google Wallet, then through the Bank's own app, add the card to wallet, and it worked like a dream.
So not sure which was the critical step, but every time you attempt to add a card to the Wallet, Google generates a token which is sent to the Bank concerned, and somehow it gets itself in tangle and the Bank does not accept it, (not that Google will admit that) so maybe by leaving it a while, plus (if you're able) to use a new card as well, it will work.

Is NFC active.
Can you add your card to the Google play store.
Check your bank app to ensure the card is active for online/mobile payments.

NFC is active.
Google app says card can still be used in the google universe (but not contactless).
The card is the same card that worked quite happily with Apple pay, and as I say I tried a different card (ie different Bank), and that would not set up either. With both cards, I got as far as accepting the Banks terms and conditions before they were rejected.

Sorry I missed this comment "SIM card phone number is different to my mobile number " you'll need to speak to EE and ask them to refresh your line. As the numbers are different then it won't authenticate.

Update:
Received new SIM card with my correct phone number, and got it set up.
Went to add card to Google Wallet, and actually got one step further this time - the bank texted me and I confirmed it was me, so bank said I could go ahead, so I then thought I would be able to do contactless - but no, got to a shop and it did not work. Later got an email from google saying that I had attempted contactless but there was no card in my wallet.
Tried adding card again (cleared the cache first), but got the message "couldn't set up contactless, contact your bank"
I just seem to be going round in circles.

Ever get this issue resolved?
Have recently swapped from iPhone to a Pixel and have the exact same problem. Cards previously worked with Apple Pay and banks are adamant no issue on their end. Have tried the same work arounds as above but similarly getting nowhere.

I'm afraid the issue has not been resolved.
So Banks deny they are at fault, Google denies it is them stopping it, so that leaves the phone, and as it is obviously affecting more than one make of phone (and only a small minority of those phones), then I can only assume it is some sort of software conflict within individual phones, like mine (and yours). But as to the answer, I will keep looking , and post here if I solve it.

Thanks for the update.
My next step was to apply for a Visa card as the current ones are MasterCard. Good to know that may work.
