Does anybody know how it works when changing TV packages does the change happen instantly or is it on at the end of the next month as I can’t find any information on this?

It happens instantly or soon after you add the desired add on to your account.
You can upgrade as much as you like in the month but you will need to wait till the following month before you can downgrade.

@Lee14801 I agree it would be helpful if EE ( and BT ) made the process and timelines clearer to customers and their own customer facing staff. In practice it will vary according to what you are changing , the method you make/request the change, where you are currently in your minimum term contract, and in some cases whether there are other open orders on your account.
Is there a particular change you are considering currently ?

Yes, But how do you change your package? That is the question. I can find nothing on the EE site that allows customers to do that.

I wish to change The full works to a more basic package.

If you're on EE broadband then you need to call - the online change system still isn't ready.
If you're on BT Broadband then you can change via My BT.
