Why can't I unlock the content lock on my phone

I did go to EE as I'm with them in contract..staff said they r not allow to unlock it n referred me to a repair shop literally across theirs. So went n guaranteed to fix..paid the guy n my phone is not working anymore at all..I need an explanation
