I have just switched from a different provider already done the PAC when I ordered my new phone. I am unable to activate my sim or it says that it is “well that didn’t work”. What am I doing wrong?

What is "it" that gives the error message you've mentioned?

The EE SIM you received should be ready for use, and the PAC will be actioned when you first put it into a phone and switch it on.

No it does not.
