Sim not provisioned

I git my new phone upgrade yesterday which came with a new sim but same number. I have activated it by the instructions on the letter but now my old sim and new sim bith say sim not provisioned and I can't make or recieve calls text or data

@Estellex   Have you restarted the new device?  Make sure Wi-Fi is switched off on the new device also. 

To contact EE Customer Services dial 150 From your EE mobile or 0800 956 6000 from any other phone.

Yes, I have done this. Also tried flight mode and wiping the sim clean

Could you try the new SIM card in the old phone, does this have any signal showing?

I've just put thr new sim in the old phone, still says the same. Both phones have signal with the simcard
