SIM not working

I'm from Iran and I bought an EE SIM through an Iranian company named iranicard as an international SIM for registering my account and security cause our own operators can easily get bugged by the Islamic republic. my SIM has no signal(I didn't make any payments and I believe that's the reason), is it possible to reactivate it by making a payment directly to EE company? I don't want to give extra money to this Iranian company and want to find direct access to EE as a customer.

To be used abroad EE PAYG SIMs need 1st activating on EE's home UK network. If it wasn't you can't now use it until you come to UK.
