We've had exactly the same issue.

Had an O2 contract that we wanted to port the number to. The EE signup website suggested we use an e-sim on the phone for the temporary number.  We had a message from EE saying the port was underway, and now when you phone that number it goes through to EE voicemail, but the iPhone has no data connection and can't make phone calls.  The phone shows signal, but it can't do anything at all. We get the error message "can’t activate mobile data network. PDP authentication failure".

When was your port-in day? Have you received a confirmation message to advise the port-i has been completed?

The original request was last Thursday, but nobody at EE did anything with it at all, and then we tried again on Monday.  Got confirmation that the port day would be the 19th.  Had no confirmation that the port has been completed because there's no making or receiving of calls, or messages!

The ported number is showing on the account on the website, and the phone goes to EE voicemail when you call it, but that's all.

Hey Paul, did you manage to resolve this? If so, how? Having the exact same issue after porting.

In the end we trawled around EE shops and spent hours on the phone before it was fixed. Firstly we got a physical sim rather than an e-sim. That didn’t fix the issue, but it’s possible that it was part of the solution. Then the technical support people on the phone got us to try changing network back and forth and resetting the phone and that did nothing. 

In the end the tech support guy had to do a “full reset of your connection” at his end - no idea what that actually means - but then it worked immediately. 
So I don’t know what they actually did, but I think you just need to spend the hour or so on the phone and get EE to fix it at their end.

Hope you get it fixed.
