Activate Contract SIM

My mam got me a contract SIM I've put it into an unlocked phone but it's not working says emergency calls only and says no mobile network when I try to call why? How do I activate it?

Are you in the UK. 

Are you sure your device is unlocked as it doesn't sound like it. What device do you have and where did you get it.
