Never. You'll need to convert to EE.

You can still use 2G.

i am on ee, orange sim cards were switched to ee 3g in 2019, ee have not even texted me about the 3g switch off

Then you'll need to switch to normal EE 4G/5G.

i thought the sim card i had would be connected to 4G, it seems like ee was planning to just leave me with no service they never told me i need a new sim card!

I'm actually supprised it still works, Orange Customers where moved over to EE 3G Service years ago, T Mobile Customers were informed to make arrangements in 2022, both of these Sim Plans were 3G Only and will obviously not continue to function on 3G after the 3G Switch Off, but as @XRaySpeX correctly points out you can still use the Sims on the 2G Network with very limited Services (untill such time the 2G Switch Off is Planned) .

why cant ee just automatically change my plan to 4G when 3G is turned off

Because it will almost certainly be a different Plan as your Original Plan will no longer be available.

Call Customer Services on 150 (or what ever it was for Orange)  or on Free Phone 0800 956 6000 and have a polite chat with them, you may find they can offer you a deal as you are an old Orange Customer.
