What's the difference between a pay monthly SIM only bs a PAYG subscription pack?
On the face of it 25Gb is £25 on Pay Monthly but £15 on a PAYG subscription pack.

Besides the obvious price vs. data amount, as you have seen you are committed to a pay monthly contract for the full term, usually 1 or 2 years, whereas with PAYG you can stop, start or even cease whenever you like. However with Internet data access you will be capped at 25 Meg speed on PAYG.

Thank you that's what I don't understand. Less commitment but a lower price, you would expect a lower price for locking in other than the 25Mb speed cap which I can't see being an issue.

You would & you can! You can get better than 25GB for £25. You can get Unlimited data for £15 for 6 months, then £30. Have a look at https://ee.co.uk/mobile/sim-only-deals?CTTag=CT_Sal_HP_SeeAllSIMO_Q2_2022 , all with faster speeds than PAYG.
You also get data gifting to other nos. on your a/c with contract.

Well popped into EE and wife got distracted by the new Pixel 8 on a 25Gb data plan and still saving £15/month to what we currently paying so done with the pixel buds
