Make sure you have already used your PAYG SIM to make a call or text in the UK.

Now I'm in Ukraine with a dumb phone that will not accept any other SIM
card.

I told you nowt! I've never met you before today! I'm telling you now ...
Had you used that PAYG SIM for making calls or texts in UK before you left to go abroad? To be used abroad EE PAYG SIMs need 1st activating on EE's home UK network. If it wasn't you can't now use it until you return to UK.

I'm waiting to go into the 53rd brigade and do not have a useful phone.
It is locked to EE only.
I've tried to have it unlocked so I can put my local voda phone SIM in it,
but as of yet not found anyone capable.
I have had to buy a cheap push button voda phone to stay in contact with
home.
I need my phone working so I can speak to the militery on an app called
Signal.
Which is impossible at the minute.
