Did you receive a msg upon arrival telling you about the charges for roaming in EU on PAYG? Did you buy 1 of the "Roam Like Home" add-ons to be able to use your UK pack allowances there?

No, I am trying to buy a data to be used in the UK. I used to be able to purchase it from Jersey before but now I can't even send a message to 150. Should I be in the UK to be able to send messages?

How long is it since you used the SIM for a chargeable service, @kath1234?
Pay as you go accounts go into hibernation if unused for 179 days.
