Bought a prepaid SIM for EU data but it's not working

I bought a 30GB sim at the Heathrow airport for my trip to Spain/Portugal. I've inserted the SIM and registers with EE but I have no data at all and I can't even call the help line, it just says the number is barred. 

 

Am I doing something wrong? The guy told me this would work in all EU countries.

@Rizzle : Did you use that PAYG SIM for making calls or texts in UK before you left to go abroad? EE PAYG SIMs need 1st activating on EE's home UK network. If it wasn't you can't now use it until you return to UK.

These are on sale at Heathrow for peeps arriving in UK, not for those departing UK who don't 1st bother to use them here.
