How do I contact EE to report a stolen phone?  Every time i go through the process i get disconected

Welcome to the community.

Could you try calling to report it from a different phone as soon as possible? The menu options should give you an option to report it as lost/stolen to get it blocked, even if out of our call centre opening hours.
