Can somebody please help me understand why EE want to carry out a hard credit search for a 1 month SIM only tarrif with spend cap set to zero? The help thing on the order page says it so they can get to know about "you". Why though?

Becase you still need a contract for a 1 monthly sim only tariff.
Thanks

@ChristopherJZ You might want to read the legal bit at the bottom of that page, it’s a minimum term of 12 months Please see THIS and click the legal bit at the bottom.

if you go to SIM only you have the option of selecting 30 day rolling. They cost more, but that's because you are not tied in to a contract. There is zero reason to need a credit check on a 30 day tarrif.

Incorrect. A credit check is done when there is an offer of credit. A 30 day tarrif with a zero spend cap does not qualify as credit.

A spend cap does not restrict all charges - premium rate texts & calls to 5-digit shortcodes for example, are not covered by the cap.
You may also opt in and out of a spend cap during the lifetime of the contract.
