Subscription pack and roaming

I’ve got a recurring PAYG subscription pack and credit on my account. EE says I need to pay a roaming charge to use my phone in the EU. When I text ROAMEU7 as instructed on the EE text message, it tells me I’m not eligible for the add-on. Any ideas? ...

Cannot make calls abroad
