Why has my phone been restricted when I haven't even had it a week

I haven't used the phone for anything we have only had it since Sunday so why has my calls and messages been restricted my mom is currently in the hospital and this is the only way I can get hold of her but now I can't  as you have done this to my phone I get paid on Friday at 4 o'clock can you please sort this problem out asap
