Voicemail roaming in EU

Hi, I want to turn off roaming and voicemail whilst I am travelling in the EU. However, I would like leave a message on my voicemail telling callers to text me instead. Can I do this? If so, how do I do it and will it cost me for people to listen to my message? Many thanks!

If you were to turn off your voicemail, the greeting would be turned off too.

The caller would get an international ringing tone until they either end the call, or the call ends.
