Unable To call whilst outside of the UK

I am currently on holiday in Spain and have received a voicemail. I have tried to call the voicemail number but get an automatic response saying it is restricted to call this number.

I have tried multiple different networks and tried calling other numbers but the restricted message still comes up. 

How do I fix this?

If you're able to send & receive texts, you have a mobile network connection and thus roaming is active.

The symptoms describe tend to suggest an international call bar may be active.
