Roaming to USA and being overcharged

I enabled Roaming Pass on 12 October as I was going to USA for 7 days,

I got confirmation back that I will pay £15 month.  I returned on 21 October and send the STOP ROAMING PASS txt and got confirmation the roamding pass was removed.

I;ve done this many time previously, and just been pro-rata charged the roaming fee for the days Roaming Pass was enabled (eg: 7 days and not the full month).

My next bill (18th of month) showed  two charges for Roaming Pass £5 + £25

I queried with with Billing team (on 7th nov) and they said it was an error as the new roaming tariff of £25 month would come into effect on 18th October (whilst I was away) but I would be credited for the over-charge, and only charged for the 7 days I was away.

My Bill this month is even more confusing:
I have a £8.87 credit for roaming (7nov to 17nov)
Then my usual monthly charge
Then extra 'one-off' charge for £4.08 'remaining contract charge'.

It's all gone wrong. I've explained the issue once (7 nov) and was told it would be resolved and credited but clearly hasn't. How can I get this sorted?
