WhatsApp, Messenger & suchlike are just internet-based apps. Both your phone & the mobile network treat all usage as mobile data and handle it accordingly. Thus all this proves is that your phone has a working internet connection.
If your phone has an option to lock to 2G or "not use 4G", then it may be worth testing for elimination purposes, otherwise you may need to either visit an EE retail shop in order to try a 2way SIM-swap.
If the problem is happening "everywhere", it tends to suggest a device issue.
