For the past 2 days I am not getting any LinkedIn text . Contacted LinkedIn who mentioned the issue is with EE blocking them .
I am not able to log in, as an HR it is a massive problem. EE is also blocking verification calls from LinkedIn

Not necessarily true - assuming that a "block" is the reason for SMS non-arrival, then resolution depends on the reason for a block.
EE have introduced anti-spam measures on inbound automated SMS in recent time, and LinkedIn isn't the first to have issues with bulk/automated-SMS since. There have been anecdotal comments about 3UK experiencing similar, and O2 have also deployed very similar technology.
In these scenarios, if the end-user (LinkedIn or their bulk wholesaler) has been advised of the reasons for the "block", it is their responsibility to make any necessary changes. Advising their CS to blame an individual network would be an easy alternative.
This could of course, all be total speculation and the issue may be something else.

*IF* the reason is EE blocking, then the responsibility for resolving depends on what the reason for the blocking is.
