International Roaming when you dont want it

We have two EE phones with 100Gb a month and 250Mb a month respectively. We have set a limit on the bills as we travel in and out of europe all the time. Recently we started getting bills on one of the phones that included Data, Calls & Text even though the roaming was switched off too. Currently we are in Northern Cyprus. We have checked and the limit has been switched off, we are getting text from EE and being told to buy a data package. How can you alter our setting without our permission? not inform us your going to add extra charges etc when we have done all the things we should have done to avoid these extras?

If roaming is genunely disabled, a phone cannot connect to foreign networks - as a consequence it can't incur charges for usage abroad. Receiving texts abroad will be using foreign networks and thus roaming is enabled.
What do you mean by "the limit has been switched off" - are you referring to a spend cap?

How & on what was roaming was switched off? Had you been roaming with this phone previously to this? If so, roaming was active on your EE a/c then & it remains active wherever you go.
