In Jamaica. Need to buy roaming

I am holidaying in Jamaica. I need to buy international roaming to make calls to UK landline and to receive text messages. 

I was not given any options when I landed in Jamaica.

I am not receiving any text messages. I have logged onto my EE not been able to select any packages.

I can only use phone when WiFi is available

You probably don't need to buy international roaming. That's not what stopping you. If you are on contract you probably did not activate the ability to roam on your a/c. If so, you'll need to call CS to get it activated. 

Try calling CS on the Freephone no. in my sig. on Skype over WiFi. It should be free.
