Did you activate roaming before you left the UK?
If not you'll need to speak to EE CS to activate roaming.

Are you on PAYG or pay-monthly?
If on PAYG - did you use the phone in the UK before travelling abroad? That would ensure the roaming facility was enabled.
If on pay-monthly - did you enable roaming before travelling abroad?
Without roaming being active, your phone will not be able to connect to foreign networks.

I didn't before I traveled this time around because I didn't think I'd be able to get a plan to use in Nigeria but I have in the past when I've traveled to Europe.
I cannot contact Customer care because I do not have service to ring the number. Do you know if there's other way to contact them?

When you say spare phone - is the phone locked to a specific company and that needs unlocking ?

I have a sim-only contract which I pay monthly via direct debit.
DO you know if there's a way i can get CC to switch my roaming on without calling them?

It's a spare phone that is unlocked.
