I've tried adding the exit code for Mexico, which is 00 and put in front of the voicemail number and customer services number. No luck with anything!

Do you have coverage of a local network in Mexico, and can you call other numbers?
What number are you calling for your voicemail? It should be +44 7953 222222 whilst abroad, you may also require a PIN to have been setup.

It's often far more reliable to use + instead of whatever the local international access code is. The network will transpose it to whatever is needed locally.

I'm assuming you've replied to this forum post using your phone's email client. By including your outgoing email signature on the reply, you've posted your contact details on this forum for the world to see - an open invitation for spammers to start contacting you.
Unless the site admins beat you to it, I'd suggest editing those out ASAP.

It could be that there is an international calling bar on your account.
I'd recommend contacting Customer Care via the help tab in the EE app so a member of the team can check.
