Data roaming in Cape Verde

We have landed in Cape Verde and paid the £28 for 22mb data roaming charges, but received a message after 2 minutes saying that I had used up all data. Is this happened to anyone else? It's very frustrating as we have a business to run back home and cannot gain access to emails without WiFi. 

Your response is very much appreciated.

Have you checked the app by app data usage breakdown in your phone's settings to see which app has used up your data?

22 MB ain't much data! It'll soon go. It's really just for occasional email & browsing.
